British and Scottish government Governments Clash Over Footing the £24.5m Bill for Trump and Vance Trips

The British administration is being called upon to "step up" and cover the £24.5 million cost incurred during the recent trips by Donald Trump and Vice-President Vance to the Scottish nation, according to a senior Holyrood official.

Significant Estimated Expenses Revealed

Preliminary costs amounting to nearly £24.5 million for the pair of official trips have been made public by the Scottish government.

Public Finance Minister McKee labeled the UK government's refusal to offer financial support as "absurd," stating that both visits were obviously work-related, noting that the American leader held discussions with EU Commission president Ursula von der Leyen and British PM Sir Keir Starmer during his summer stay in the northern nation.

Particulars of the Visits and Related Security Expenses

The former president toured his golf courses at Turnberry and Menie in Aberdeenshire over a week-long trip in July, while American VP JD Vance spent approximately four days in the Ayrshire region in August.

In a formal letter to the Treasury’s chief secretary Chief Secretary Murray, Scotland’s finance secretary stated that the visits placed "substantial strains and costs on public services in Scotland, especially Police Scotland."

The Edinburgh administration estimates that the estimated expense for policing the presidential visit by itself was £21m, which involved peak daily deployments of more than four thousand police, while costs for the VP's visit were approximately £3 million.

Complex Policing Operation

This complex security mission was the biggest in the country since the passing of Queen Elizabeth II in 2022, and involved regional police, national divisions, volunteer officers and wider UK colleagues for specialist support.

The Finance Secretary stated: "After your decision not to offer financial support to the Scottish government for expenses accrued in relation to the trip of Donald Trump to Scotland in July 2025 and the following visit of VP Vance, I am contacting you to ask that you review this decision and provide complete repayment for the cost of the trips."

UK Government Reply and Previous Example

The British administration maintained that the trips were private and "not official UK government business." A representative added: "Holyrood must cover policing costs in Scotland as per agreed funding agreements for devolved matters."

While Robison referenced past instances where the UK government reimbursed the cost of the president's 2018 trip to Scotland, it is understood that visit followed a official UK government invitation, in which case it included security costs under its funding guidelines.

"The UK government needs to step up and cover the cost. I think it’s unreasonable, it was clearly a work visit … Particularly when you have the PM Sir Keir spending time with the president, having press conferences with them, conducting international business with him, its really stretching the bounds of credibility to say this was merely a private holiday trip."
