Ukrainian President Volodymyr Zelensky Asserts Absence of Clear Security Pledge from Allies
President Zelensky has stated that European allies have failed to provide sound guarantees that they will defend Ukraine in the case of a future Russian attack.
"I continue to pose this critical question to all our partners and I have not received a clear, unambiguous answer yet," he stated to the press on midweek.
His comments come a day after Britain and France inked a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.
However, comprehensive defense assurances have yet to be solidified. The United States, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a commitment at talks in Paris on the previous day.
Details of the Paris Talks
Following the negotiations in Paris, which included some 30 countries that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.
Partner nations suggested that the United States would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.
The Russian government has not yet commented on the announcement made in the city of Paris.
President Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukraine's land.
The President's Evolving Stance
Sir Keir described the bilateral declaration as "an essential component of our dedication to support Ukraine for the long-term".
He added: "It establishes the pathway for the juridical structure under which British, French and partner forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."
The Ukrainian leader praised that agreement as a "huge step forward".
Twenty-four hours afterward, however, he appeared less optimistic.
"I perceive the determination, the political resolve, and that the allies are prepared, and the allies are willing to give us strong sanctions, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.
"But as long as we lack such security guarantees - legally binding, endorsed by legislatures, supported by the United States Congress - this question remains unresolved. And even if they do, you still have to rely first and foremost on your inherent capabilities."
Unresolved Issues and Ongoing Conflict
The Paris talks were also significant owing to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.
Witkoff said the allies "largely finished" their work on finalizing security arrangements.
Recently, the President indicated a peace deal was "ninety percent complete".
Territorial concessions and defense pledges have been at the center of outstanding matters for diplomats.
The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to end the war.
Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.
Russian forces currently controls about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The pair of oblasts constitute the Donbas industrial heartland.
Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.
Ukraine has hit back at Russian targets with drones, though with more limited success.
